It was also becoming clear that there was little, if any coordination between raising and spending revenues.Additionally, there was a feeling among some Members of Congress that there needed to be other or additional ways to change the priorities of Federal spending. (f) Child welfare, foster care, and adoption assistance (parts B and E of Title IV)–Titles IV B and E provide funds to States for child welfare services for abused and neglected children; foster care for children who meet Aid to Families with Dependent Children eligibility criteria; and adoption assistance for children with special needs. In fiscal year 2007, Federal expenditures for child welfare services totaled $713 million. Federal expenditures for foster care and adoption assistance were approximately $6.5 billion. The goals of the redecoration of the Committee room were to return the room as closely as possible to its original color scheme, replace the carpeting and draperies, refurbish the rostrums, and update the audiovisual and safety equipment. A joint effort involving committee staff as well as offices and shops under the House of Representatives and the Architect of the Capitol, the redecoration project was completed in early 2005. Congresswoman Waters has been dubbed “Aunty Maxine” by millennials who appreciate her advocacy and understanding of issues important to them. On occasion, the Senate will consider a revenue bill in the form of a Senate or S.bill, and then await passage of a revenue H.R.bill from the House. The Senate then will add or substitute provisions of the S.bill as an amendment to the H.R.bill and send the H.R.bill back to the House of Representatives for its concurrence or for conference on the differing provisions. Thirty-five Members of Congress have served as chairman of the Committee on Appropriations. The Honorable Clarence Cannon of Missouri, served as chairman nearly 19 years, although his term as chairman was of broken continuity. The Honorable George Mahon of Texas, served as chairman continuously longer than any other person, from May 18, 1964 to January 3, 1979.

Under her continuing leadership, funding for the Minority AIDS Initiative has increased from the initial appropriation of $156 million in fiscal year 1999 to approximately $400 million per year today. She is also the author of legislation to expand health services for patients with diabetes, cancer and Alzheimer’s disease. Olson said that the committee will take up the bills for taxes, elections, economic development and workforce development on Monday, with another meeting planned for Tuesday. The new Committee on Appropriations - seven Republicans and two Democrats - was appointed on December 11, 1865, in the 1st session of the 39th Congress, and first reported the general appropriations bills for the fiscal year 1867. When the second House office building, designed by Allied Architects of Washington, Inc., was completed in 1933, this “Assembly Room” provided space for a variety of functions in a manner similar to the Caucus Room in the older Cannon House Office Building. Since 1938 the room has been used almost exclusively by the Committee on Ways and Means; in 1949 and 1950 the House held its sessions here while its chamber in the Capitol was being reconstructed. She is the mother of two adult children, Edward and Karen, and has two grandchildren. Rep. Waters continues to be an active leader in a broad coalition of residential communities, environmental activists and elected officials that aggressively advocate for the mitigation of harmful impacts of the expansion plan for Los Angeles International Airport (LAX). Furthermore, she continues initiatives to preserve the unique environmental qualities of the Ballona wetlands and bluffs, treasures of her district.

Bills

In the early days of the Republic, tariff and customs receipts were major sources of revenue for the Federal Government. As the Committee with jurisdiction over revenue-raising measures, the Committee on Ways and Means thus evolved as the primary Committee responsible for international trade policy. The jurisdiction of the Subcommittee on Health shall include bills and matters referred to the Committee on Ways and Means that relate to programs providing payments (from any source) for health care, health delivery systems, or health research. The Constitution vests the power to levy tariffs and to regulate international commerce specifically in the Congress as one of its enumerated powers. Any authority to regulate imports or to negotiate trade agreements must therefore be delegated to the executive branch through legislative action. By the early 1970s, new forces were at work calling for changes in the way in which Congress handled the budget and appropriations process. One of the most compelling of these forces, although it was largely a temporary problem, was due to the "impoundment" of funds in fiscal year 1974 by the President.

Of the current standing committees in the House, the Committee on Ways and Means ranks as one of the oldest, most prestigious, and most important. First established as a select committee on July 24, 1789, it was discharged less than two months later. Reappointed continuously from the first session of the Fourth Congress (1795–1797) in 1795, the panel functioned essentially as a standing committee before it was formally listed as such in the House Rules on January 7, 1802. Until 1865, the jurisdiction of the committee (referred to as the Committee of Ways and Means before 1880) included the critically important areas of revenue, appropriations, and banking.

In June 2008, about 1.7million families and 3.9 million individuals received benefits from the TANF program. The gold-patterned draperies are in much the same style and color as the original gold curtains designed by Barnet Phillips, a New York architect who also designed the furniture for members’ offices, committee rooms, and public spaces in the new office building. The roster of committee members who have gone on to serve in higher office is impressive. Eight Presidents and eight Vice Presidents have served on Ways and Means, as have 21 Speakers of the House of Representatives, and four Justices of the Supreme Court. The committee was reappointed from the first session of the Fourth Congress in 1795, and was formally listed as a standing committee in the House Rules on January 7, 1802. Maxine Waters was born in St. Louis, Missouri, the fifth of 13 children reared by a single mother.

Between October 1, 2007, and September 30, 2008, an estimated $38.4 billion was paid in regular unemployment compensation and an additional $4.2 million for the State share of the extended benefit program. Approximately 8.8 million workers received unemployment compensation payments. (e) Child support enforcement (part D of Title IV)–In fiscal year 2007 Federal expenditures totaled nearly $5.6 billion for the child support enforcement program. (d) Temporary Assistance for Needy Families (TANF) (part A of Title IV)–The TANF program is a block grant of about $16.5 billion dollars awarded to States to provide income assistance to poor families, to end dependency on welfare benefits, and to prevent nonmarital births, among other purposes. In most cases, Federal TANF benefits for individuals are limited to 5 years and individuals must participate in federally-defined activities to maintain their eligibility.

(g) Trade and customs revenue functions of the Department of Homeland Security and the Department of the Treasury. To determine the original color scheme for the room, paint analysis was performed in December 2003. Analysis of paint samples revealed that the first color scheme used in the room included shades of tan, ranging from light to medium dark; a pale peach; and creamy orange. This subtle color scheme emphasized the three-dimensional qualities of the architectural elements and drew attention to the skillfully molded eagles, swags, and decorative molding. A 1930 preliminary drawing in the records of the Architect of the Capitol indicates that the stars on the ceiling were to be gilded, although no trace of gilding has been found. Based on this original intent it was decided to gild the stars circling the ceiling and those at the tips of the sunbursts behind the four monumental eagles.

This was, in effect, a line item veto of funds for programs that were initiated or increased by the Congress. Many Members of Congress and certain special interest groups were outraged and extremely frustrated by the impoundments. Numerous court suits on various impoundments had been filed and were in the process of being heard.A more serious reason for budget reform was due to the widely held belief that the budget was out of control. Deficits were mounting; so-called "uncontrollable" spending was climbing; and "back door" spending, i.e. spending provided other than through the Appropriations Committee, was increasing.

For over 200 years, the Committee on Ways and Means has fulfilled its legislative mandate. At times, it has functioned efficiently and harmoniously, such as during the Civil War and the early years of the New Deal. At other times, the committee has been frustrated and torn apart by partisan bickering. It has been led by chairmen who rightly rank among the legislative giants of Congress, but it has also been headed by legislators whose names history has long obscured and ignored.

Expanding access to health care services is another of Congresswoman Waters’ priorities. Strasbourg offers plenty of boutiques, museums, cafes, restaurants and bars — though the highlights are the aesthetically-pleasing houses, bridges and canals. Gaze across Koblenz as you enjoy the breezy journey towards the early 19th-century fortress. Before hopping on the Koblenz Cab Car, take in the equestrian bronze statue of Emperor William I, which looms over the confluence on a towering plinth. Koblenz’s oldest church, the Basilica of St. Castor, is not to be missed, too, with its vaulted ceilings a mesmerising sight.

On board the riverboat, smoking is permitted in a limited area of the Sun deck. Smoking (including e-Cigarettes) is not permitted in any cabin, the restaurant, the lounge or any other interior space. Because you will be cruising on a river and not on the open sea, you are never far from land and, therefore, there is no doctor onboard the riverboat. In case of emergency we can easily dock the boat and call for an ambulance or medical assistance. If you have a medical condition that might limit your participation in activities, please consult your physician for pre-departure health advice and notify us as soon as possible, if you have not already done so.

Best Things to Do on a Rhine River Cruise

While ships are still sailing, keep in mind that low water levels may affect river cruise itineraries by shortening the amount of time that passengers have in port when ships are forced to sail at a slower pace. More days means more to discover, with extension packages you can add before or after your Viking cruise or cruisetour. Enjoy additional days to explore your embarkation or disembarkation city, or see a new destination altogether with a choice of exciting cities.Pre & Post Cruise Extensions vary by itinerary and are subject to change. For wallet-conscious cruisers used to deals on ocean-going lines, the price of a Rhine River cruise can come as a shock. For about $1,000 less than the closet competitor, Gate 1 Travel manages to be one of the best Rhine River cruises for those watching there budget.

While a cruise is very relaxing and the pace leisurely, to enjoy all the cruise has to offer, you should be in good health and able to walk reasonable distances, often over unpaved and uneven surfaces. Some of the most memorable sightseeing can only be accomplished on foot. Please check with your health insurance provider to determine whether you are covered while traveling. If you will not be covered under your current policy, we strongly suggest that you arrange for adequate coverage while on tour.

Other tours are more somber, including visits to poignant World War II sites in the Colmar Pocket, one of the last regions in France occupied by German forces. Tales from legendary battles here include that of 19-year-old American soldier-turned-actor Audie Murphy, who single handedly held off an entire German platoon. Breisach is the gateway to Germany's dense and mountainous Black Forest -- the fabled setting for the Grimm brothers fairy tale "Hansel and Gretel." Typical shore excursions in this Rhine River destination are equally fantastical. You're likely to visit a cuckoo clock workshop and a get taste of authentic Black Forest cake (schwarzwalder kirschtorte in German). If history isn't quite your thing, have no fear -- this is an oenophile's dream destination, too.

P.S. In this guide, there are times when I call the USA “America”. Personally, I prefer not to use the name of the continent to refer to the country. However, many people hold a different view, and most of my readers come from Google searches. According to World Cruising Wiki, the best time to sail to Bermuda is in May/June. At that point, the weather is warm but the hurricane season hasn’t reached its peak yet. However, traveling to the Caribbean first before continuing to Bermuda might be more convenient.

Brilliance of the Seas makes it impossible to feel bored during a vacation! These top things to do onboard this beloved cruise ship make it a fan favorite for many. The only thing better than strolling into Paris as the Eiffel Tower lights up at night? Sitting down for a meal of fresh-caught seafood as the sun sets into the harbor of aptly-named Nice.

Most Atlantic voyages are one-way to Europe from the United States and can be excellent deals, although there are a few round-trip cruises too. Transatlantic cruises from the USA to Europe depart from New York and Florida, and destinations include England, Ireland, Italy, Netherlands, Portugal and Spain. Spring and autumn are the peak seasons for Atlantic crossings when cruise lines reposition ships.

Norwegian Bliss, 7-day Alaska from Seattle, April 6, 2024

alaska cruise norwegian bliss

With a beautiful morning unfolding, today was the day that I could finally capture some outdoor pictures and video. With three ports in a row, we were starting to feel the fatigue. With a 6 am wake up, it was tough to wrestle ourselves out of bed, but being able to catch Royal Caribbean’s Radiance of the Seas turn and pull into port next to us was worth it. We then headed to the theater for the adults-only comedy show which was open seating. For this performance, Tom Simmons was the opening act doing about 20 minutes of new material. Lenny Schmidt was the closer, also doing about a 20 minute set.

With thrilling water slides that shoot you out over the open ocean, laser tag, and Go-Karts, the Bliss is two parts ship and one part amusement park. Note that any outside activity is weather dependent and will be closed if it’s too cold and/or rainy.

Decks and Cabins

Drop us an anchor below to tell us about your experiences cruising on this amazing new vessel. Our flight left on time, and we arrived almost 25 minutes early. We pretty much crashed immediately and began dreaming of our next cruise on Symphony of the Seas which is currently 2 months away. Arriving at the airport, we had our bags checked and were through security with plenty of time to do some social media and blogging. The show included a mix of songs, some that we had already heard in the band’s first show, as well as songs from the Abbey Road album and a few notable solos like Lennon’s Imagine. At the end of the performance, there was the typical officers farewell along with a parade of crew members.

Night 3 Dinner in the MDR

The first Starbucks at sea was opened in 2010 on Allure of the Seas (Royal Caribbean). Another new for NCL amenity is the chocolate-themed dessert outlet Coco’s (patisserie/treat shop), serving handmade pralines, crepes, truffles and other treats paired with specialty teas and coffees. The differences are Bliss has Spice H2O, which you probably wouldn't use in Oct. Encore has a specialty restaurant Bliss doesn't have...Onda. Bliss is known for Jersey Boys and the latest Alaska sailing had a new one I can't remember the name of right now.

Usually, this show is not well attended, so we figured we could still find some seats if we walked in late. The theater was packed, and we were stuck standing at the top of the balcony to watch the remainder of the show. From what we were able to see, the show was one of the better welcome aboard shows. The ship did not officially pull away from the pier until after 5 pm.

Icy Strait is accessible and riding the trams there is pretty fun. Others want Skagway for the train and I get it, but you have to pick. You should figure out what everyone wants before you just book something. As far as the glacier, I found Dawes to be the least impressive part of the trip. If you look at the Bliss, it has places on the sides that go in and pop out.

Since I have a teen who is an only child that doesn’t like to join into the fun of a teen club, we spent a lot of effort during our recent Alaskan cruise seeking out all the ways to entertain ourselves. When on a Norwegian Alaska cruise, you have a lot of time at sea and it often isn’t pool weather, so you want to pick a cruise ship that has plenty of non-sunbathing entertainment options. Most cruise ships these days cater to families with each one is trying to outdo the others, and the Norwegian Bliss is no exception. Norwegian Cruise Line's (NCL) Alaskan cruises typically range from seven to nine days, showcasing the breathtaking beauty of Alaska's landscapes. Cruises sail past iconic sights such as Glacier Bay, the Inside Passage, and the Hubbard Glacier.

A Leisurely Morning At Sea

Ordering the usual cocktails first, we each then ordered at least one item for a starter, entree, and later dessert. As usual, the Princess kindly asked to have a chicken dish from the main dining room for her entree. This did not pose a problem with our waitress as it has in some past Cagney’s visits. Back to our room a bit before 5 pm, we began to change up for dinner.

So, when we heard that the entertainment reservations were already open in Q, we opted to delay the photo tour. Being crazy cruise bloggers, we were up at 5 am to watch NCL Bliss sail into port. We tried to fall back asleep, but the adrenaline was already starting to surge. Showering, getting dressed, and grabbing coffee, we were ready for a long day of our usual embarkation ritual.

On my last NCL cruise (to Antarctica/South America in December) I missed skillet cornbread night in the MDR because it was my son’s birthday and he wanted to celebrate at Teppanyaki. I’ve regretted prioritizing my kid’s happiness over that cornbread ever since. So I was NOT going to miss it tonight even though we were scheduled to cruise through the Endicott Arm fjord during dinner. It was so quiet in the dining room it was like being in church and let me tell you, that cornbread was a religious experience.

The five in-line scrubbers are lightweight and able to operate in a dry mode, as well as in open and closed loops. The liner also features Heat Recovery Systems, energy saving LED lighting, improved hydro-dynamic (hull design). In late October 2016 was revealed the NCL Bliss ship's hull art - themed as “Cruising with the Whales”. The art design is by Robert Wyland - an American artist known worldwide for his large outdoor sculptures and murals (named "Whaling Walls"), all featuring life-size images of whales and other marine life.

Juneau as a tram that goes up Mount Roberts-- on a clear day you can see forever. Skagway has the train that goes up the mountain to White Horse, Yukon Territory, Canada. Juneau is a popular cruise port for Alaska cruises, located on the Inside Passage of Alaska.
